chore: meet the quality gates added after this branch was opened

The Override attribute, the purity annotations and the typed result are
conventions master adopted while this was open, so the analysis runs
clean on it: phpstan at level 10 and psalm both pass.

The docblock of RevokeRefreshTokenManagerInterface described
RefreshTokenManagerInterface instead, and now says what the interface is
for and why it is separate.
