Fix wheels-musllinux-aarch64: JS actions can't run in Alpine on ARM64

The v0.11.0 release run failed wheels-musllinux-aarch64 across all 5
Python versions with "JavaScript Actions in Alpine containers are only
supported on x64 Linux runners" - a known GitHub Actions limitation
specific to Alpine + ARM64 (the x86_64 musllinux job is unaffected).
Every JS-based step in the job (checkout, upload-artifact, the
softprops/action-gh-release upload) would hit this, not just the first
one to run. Since the pypi job's needs: includes this job, the failure
blocked PyPI publishing for the whole release even though every other
wheel built successfully.

Fixed by no longer running this job inside `container:` at all -
checkout/setup-uv/upload-artifact/gh-release now run directly on the
plain ubuntu-24.04-arm host (where JS actions work normally), and only
the actual musl-linked build step invokes the musllinux container
explicitly via `docker run` against the checked-out workspace, bind-
mounted in. Docker is already known to be present and working on this
runner image, since every other container:-based job on the same
runner type relies on it under the hood.
