fix(helpers): extend Swift version detection ladder, drop unsupported floors (#1160)

Adds speculative rungs through Swift 7.9 (mirroring aws-sdk-swift's
smithy-swift approach) so future minor releases resolve without a
follow-up PR, and drops the 6.0/5.10 cases now that swift-tools-version
is 6.1.
