route: use one routeMap and nameToReplicaset snapshot per method

Router.Call re-read the router state on every
Route/BucketSet/BucketReset call, so a concurrent topology change or
RouteMapClean in the middle of a request could make it resolve a bucket
against one snapshot and store the result into another, losing or
corrupting the route.
