fix: reconcile repository workflows and documentation (#282)

* Fix repository workflow and documentation drift

Align Windows and standalone component builds with the staged install contract, make Unix web launchers portable, and synchronize backend dependency metadata. Add semantic consistency checks, correct public documentation, and remove completed implementation plans from current-state docs.

* Migrate async backend test to HTTPX2

Use the maintained HTTPX2 module in the remaining direct ASGI test import so clean CI environments match the synchronized development dependency.

* Clarify portable web stopper prerequisites

Document grep and lsof consistently for the bash stopper and replace the Linux-only fuser troubleshooting example with a portable lsof workflow.

* Split semantic checks into focused rules

Keep the consistency gate behavior unchanged while separating dependency, component, launcher, Windows, and benchmark validations below the configured complexity threshold.
