ARO-28167: support control plane resize zone topologies (#5010)

* fix(frontend): support control plane resize zone topologies

Handle regional, single-zone, and three-zone control plane layouts during resize validation while keeping mixed topologies deterministic and aligned with the existing control plane zone count invariant.

* test(frontend): cover control plane resize zone topologies

Exercise regional, single-zone, and three-zone validation paths and pin the mixed-topology and machine-to-VM mismatch cases that protect the resize prechecks.

* fix(frontend): reject single-zone resize topologies

Treat coherent single-zone control plane inventories as an explicit pre-flight
failure during resize validation while keeping regional and three-zone layouts
valid. Simplify the topology helper so the single-zone path stays direct and
readable.

* fix(frontend): clarify regional zone diagnostics

Render the empty zone sentinel as regional/no-zone in resize validation errors
so Geneva and SRE operators can distinguish intentional regional placement
from an unreadable blank value.
