Release v0.2.6

Bump the project version to 0.2.6 and add a CHANGELOG entry covering the 45
commits since v0.2.5: fifteen soundness fixes (the 32-bit ALU32/JMP32 holes,
context-load typing, stack-cell kill, select_potentials, the inlined-callee
back-edge, stale type-dependent values, and others), five robustness fixes for
crashes on adversarial input, the replacement of Boost.Multiprecision with a
portable int128, and the test and packaging work around them. Also updates the
using_installed_package example version requirement.

No sample program regressed over the release: the expected-failure set is one
smaller than at v0.2.5.
