* chore(ci): group every Dependabot update into one weekly pull request

Majors were never grouped, so each one arrived as its own pull request — six
landed in a single morning. A multi-ecosystem group puts both npm manifests and
GitHub Actions into one weekly pull request instead.

Folding /integration into the root entry via `directories` also removes the
duplicate npm block; it still needs naming explicitly because it has its own
manifest and no lockfile.

* chore(ci): ignore ESLint majors until the flat-config migration

ESLint 9 fails CI with "couldn't find an eslint.config.(js|mjs|cjs)" because
the repo still uses .eslintrc and .eslintignore. On its own that is just one
stuck pull request (#1302); inside the new group it would block every other
update every week.
