Surface the coverage INFO on covered hybrid functions (#846)

The caller-covered column has always been computed for hybrid
functions, but nothing in their status said so. Attach the
caller-coverage INFO on the already-hybrid path when coverage is
determinate, as the measurement phase for de-hybridizing covered hybrid
functions, mirroring the advisory-then-evidence staging the conversion
side went through before its blocking promotion. Advisory only: no
transformation is selected, since removal deletes an enforced boundary
(any supplied input_signature validation) and leans on the dead-caller
semantics, so the transformation waits on corpus evidence.
