[Workflow] ci: Pin the copyright header check to v26.22.0 (#165)

# Description

The `copyright-header-check` job pinned
`6452916b1`, and every other
reusable workflow in the same file pinned the v26.22.0 commit. This pull
request brings the one job
in line, so the file names a single commit.

`6452916` is the tip that `26.x` held when the check arrived here. It is
not a release. The ref
update job rewrites every `valkyrjaio/.github/...` reference to the
newest release commit, so it
would have corrected this by itself — but only at the next release. It
ran for v26.22.0 before the
check merged here, which is why it moved the other three references and
left this one behind.

A pre-release commit works, and this job passes on it. It is still the
wrong thing to name: a
reader cannot tell which release the job runs, and the pin does not
answer to a tag.
