Apply standalone-tag whitespace stripping to comment blocks too

{# ... #} comments were only stripped via a plain regex, so a comment
alone on its own line left a blank line behind even with autoIndent
enabled - unlike {% if %}/{% foreach %} tags, which already skip their
own surrounding whitespace in that case. Reuse the same "standalone if
both sides confirm it" check so comments (including multi-line ones)
get identical treatment.
