chore: release 0.2.15, not 0.3.0 (#68)

The previous commit bumped to 0.3.0 and said in its body that the minor
was for the status change. That was my call to make and it was not mine:
this project's versioning is Kacper's, and the release is 0.2.15.

Nothing was published under 0.3.0 -- no tag, no release, no PyPI
artifact -- so this only corrects the number in `pyproject.toml`, the
lockfile and the changelog heading before the release is cut.

The behaviour change itself stands and is unchanged: a suspended
delegation reports `DEFERRED` where it used to report `completed` or
`failed`, and code branching on `TaskStatus.FAILED` to detect a
human-in-the-loop delegation still needs updating. The changelog says so
without dressing it up as a reason for a minor bump.
