chore: Pin the openapi generator to the module version

The go:generate directives invoked a bare oapi-codegen binary from
$PATH, so what the generated bindings looked like depended on whatever
the developer happened to have installed: they were last written by
v2.5.1 while the module required v2.8.0. Invoke the generator through
go run, and keep it a direct dependency via tools.go, the way the
stunner repo already does, so that re-generating is reproducible.

Re-generated with v2.8.0: enums gain Valid() methods and the client
gains per-operation doc comments.
