* Sync lockfile for npm 10

Regenerate package-lock.json with npm 10 so `npm ci` stays in sync on
the Node 22 (npm 10.9) CI leg, which reported @types/eslint@9.6.1 as
missing. Upgrades lockfileVersion 2 -> 3.

* Pin npm to latest across CI matrix to fix npm ci

The xo@4 bump pulls in unrs-resolver, whose optional native bindings
plus @types/eslint peer handling differ between npm 10 (Node 22/lts jod)
and npm 11 (Node 24). No single lockfile satisfies both majors' `npm ci`
sync check, so upgrade npm to latest on every matrix leg and commit the
npm 11 lockfile (lockfileVersion 3).
