Wire gutter-click breakpoints to their closest enclosing statement (#383) (#384)

Resolves each gutter-clicked line (served by the host via /__cse_config__'s
new breakpointLines field) to its closest enclosing statement and flags it
with a bolted-on hasBreakpoint property, mirroring engines/cse/types.ts's
isEnvDependent. The CSE machine and stepper each check the flag right next to
their existing breakpoint() detection and record the same kind of step, so
gutter clicks reuse the host's existing breakpoint-navigation controls
instead of needing dedicated wire support.
