docs: add agent manifest, skills and mcp tool definitions

Adopt the happy-sdk agent manifest contract defined in happy-sdk/.github, so
this repository ships its own agent context alongside the code it describes
rather than having it maintained centrally.

- .happy/AGENTS.md records what is not derivable from reading the code: the
  zero-third-party-dependency rule in pkg/ and sdk/ and why it is load-bearing,
  the settings/options/vars distinction, the i18n Embed variant rule, that
  ./... never crosses a nested go.mod boundary so root-level go test silently
  tests only the root module, that happyctl disables linting when
  golangci-lint is absent, and that .happy.yaml is strict and flat.
- .happy/skills/release-a-module documents the release procedure, including
  the hundred-block version decision and why the post-tag verify step cannot
  be skipped: go.work resolves siblings from local source, so nothing earlier
  in the pipeline proves the published tags work together.
- .happy/mcp.yaml declares read-only and test-only tools. Nothing that tags,
  pushes or publishes belongs there.

.happy.yaml is deliberately untouched: its schema is strict and an agent: key
would break every happyctl command until matching fields exist in
project-config.go. The default .happy/ paths need no configuration.
