Patch: Prevent TPOT pipelines from "freezing"

Ever since we changed to the new sklearn pipeline representation, it
has again become possible for TPOT to generate pipelines that either
take up a large amount of RAM (e.g. PolynomialFeatures —>
PolynomialFeatures) or take too long (e.g. RFE —> RFE). I have added
code to the evaluation function that prevents such pipelines from being
evaluated.

I also removed AdaBoost and PassiveAggressive models from TPOT. Both
seem to be inferior to their more modern counterparts.
