Various improvements to documentation UI (#2926)

This PR is focused on improving and fixing bugs of various things on the documentation site. The following changes are made:

- Remove margin from menu tooltip
- Improve spacing of logo on mobile
- Fix homepage docs link
- Fix base reference table styles
- Improve header spacing
- Refactor markup of homepage
- Add new hero-actions block to homepage
- Use config option for button lg size variant
- Use card component and add card--feature modifier for homepage
- Remove dead css class
- Remove tictactoe styles
- Improve footer and card padding on homepage
- Use token for home clamp padding
