Complete the building-member set of the stale-variable-read scan (#837)

Beyond call/__call__/build/fit, the whole Keras training surface
triggers the lazy build: predict, evaluate, the *_on_batch family, and
the deprecated *_generator wrappers each flip `built` on the pinned TF
2.9.3 (runtime-verified per member), so a variable-collection read
ordered after any of them is fresh. The scan previously treated such
reads as stale and over-blocked. One fixture arm per added member pins
the fresh direction; passing-precondition assertions are deferred to
the newly filed #836 (the training-surface members are themselves
eager-only under tracing, a separate unmodeled hazard).
