chore: use git source for Arpeggio dev version

Arpeggio 3.0.0.dev0 is now on GitHub master. Replace the local path
source (which broke Dependabot's path dependency resolution) with a
git source pinned to master. uv.lock records the exact commit, so
resolution is reproducible.

Simplify tests.yml: drop the manual Arpeggio clone step -- uv now
pulls Arpeggio from the git source during sync.
