feat(pick): label-only matching, caller order, --query, and itemless pickers (#339)

* feat(pick): match caller rows on label, keep order, add --query and itemless pickers

Caller-supplied pickers now rank on the label alone through the host-free
paletteSearchKeys helper, so a subtitle can no longer pull a row into a
match; built-in palettes keep label plus subtitle. An empty or blank query
bypasses ranking and preserves the caller's array order.

pick.open gains an optional query that prefills the palette field, and an
empty item list is accepted when allowCustom is set, turning the picker into
a prompt. Absent and empty item lists now report distinct errors.

* docs: document the pick follow-ups across the mirrored surfaces

README, the bundled agterm skill, site/commands.html and site/docs.html now
state label-only matching for caller-supplied rows, caller order on an empty
query, the --query prefill and its re-ranking consequence, and the itemless
picker with --allow-custom. The control-api and menu-actions rules record the
same contract, and the plan file is added.

* docs: move completed plan 20260731-pick-followups-270.md to completed/

* docs: note that a prefilled pick query opens selected

--query seeds the field with its text selected, so the first keystroke
replaces it rather than appending. Pinned by a UI test.
