Chore: [#572] Migrate from ESLint/Prettier to Oxlint/Oxfmt (#584)

- Replace ESLint/Prettier dev dependencies with oxlint and oxfmt
- Add TypeScript configs (oxlint.config.ts, oxfmt.config.ts)
- Update lint/format scripts, lint-staged and pre-commit hook
- Run lint:fix before format in lint-staged so auto-fixed code is
  re-formatted before commit; reference npm scripts for single source
  of truth
- Add format:check to CI and regenerate lockfile
