Tag the command deletion audit event with the device serial number

Creating a command now lands on the machine timeline and deleting one did not,
which is an odd asymmetry given both are operator actions on the same device.

The serial is resolved before the delete rather than in the on_commit callback,
which runs outside the transaction.
