Chore: [#688] Introduce oxfmt as the formatter

- Add oxfmt as the formatter replacing prettier
- Remove prettier devDependency
- Delete .prettierrc
- Add oxfmt.config.mjs with prettier-compatible options and YAML double-quote override
- Add format and format:check scripts
- Update lint-staged to run oxfmt alongside oxlint (array form so both commands receive the staged file list)
- Reformat .github YAML files with oxfmt
