docs: offer the powered-by badge in the README

docs/static/powered-by.svg has been sitting unused since it was added. Hugo
serves docs/static at the site root, so it is already reachable at
https://tamada.github.io/fauxrest/powered-by.svg — verified 200 image/svg+xml.

The README now shows the badge and gives copy-pasteable Markdown and HTML.
The GitHub Pages URL is used rather than a raw.githubusercontent link, since it
does not depend on a branch name.

Placed as its own section before About: someone looking for it wants it
findable, and burying it under About/Icon would not be. The snippet carries no
version string, so the blind s/0.0.3/0.0.4/g that update_version.sh runs over
README.md cannot touch it.
