fix(website): format post dates in UTC

Filenames like 2024-08-07-version-1.md parse as UTC midnight, but the
dates were rendered in the build machine's zone — so anywhere west of
UTC a post dated the 7th was published on the 6th. CI builds in UTC,
which is why this never showed up in production.

The format options were duplicated between the blog index and the post
layout, and only one of them was reported; both now go through a single
`formatDate`. Verified by building under TZ=America/Los_Angeles and
TZ=UTC and diffing the rendered dates.
