test: take WordPress stand-ins from wp-mocks (#20)

tests/wp-stubs.php was 270 lines of hand-rolled WordPress: WP_Error, the REST
request/response objects, options and transients over $GLOBALS['conc_*'], the
WP HTTP API, a local $wpdb, and the usual formatting helpers. All of it comes
from bleedingdeacons/wp-mocks now.

What is left in that file is what the package deliberately does not cover:
the WP-CLI stand-ins — WP-CLI is not WordPress, and Concordance is the only
plugin here with a CLI command, so there is nothing to share — and the two
auth salts, since constants describing a particular installation are left to
the consuming plugin by design.

The tests move onto the shared state rather than the globals: WpState::$options,
$transients, $restRoutes and $isAdmin, Doubles\FakeWpHttp for the API client,
and Doubles\FakeWpdb for ApiCache::flush(). The conc_cli_* globals stay, being
backed by the stubs that stay.

The no-op add_action() goes with the rest. Brain Monkey owns the hook
functions, and a stub defined at bootstrap would permanently shadow its
definitions — which fails silently, because the calls then never reach the
container its expectations read.

get_query_params() was missing from the package's rest group; added in
wp-mocks#5 and released as v1.1.1, which this requires.

113 tests, PHPStan clean.
