test: take WordPress stand-ins from wp-mocks (#28)

The bootstrap was ~150 lines of hand-rolled WordPress: WP_Error,
WP_Http_Cookie, WP_REST_Request, WP_REST_Response, is_wp_error() and the WP
HTTP API readers, backed by a local FakeWpHttp that was byte-for-byte the
package's own but for its namespace. All of it comes from
bleedingdeacons/wp-mocks now.

Two of those needed the package extending first, done in wp-mocks#4 and
released as v1.1.0:

  - the `rest` group, for WP_REST_Request/Response. Beacon, Reach and
    Integrity had each written their own; this is the union.
  - wp_remote_retrieve_cookies(), which WpHttpTransport reads off a login
    response to replay the session on the next request.

The PSR-11 stubs go as well — psr/container is a real `require`, so the
genuine interfaces come from the autoloader now that the bootstrap loads it.
Tamar was reaching into tests/stubs/ for them from its own bootstrap; that is
removed in its PR.

Only `wordpress` and `rest` are loaded. HasLogger no-ops when wp_log() is
absent — the logger mu-plugin is Sentinel's, and Beacon does not depend on
it — and that is the branch these tests run.

43 tests, PHPStan clean.
