fix(rpc_data_sqlite): move the sqlite3mc user_define to the workspace root

rpc_data_sqlite declares `sqlite3: source: sqlite3mc` in its own pubspec,
but user_defines are read from the workspace root only. The hook therefore
built plain sqlite3, the MultipleCiphers primitives were absent, and
sql_cipher_integration_test failed on every run for anyone who tried it.

Declare it at the root, where it takes effect. The suite goes 38+1 failed
to 39 passed; rpc_blob_sqlite stays at 35 passed.
