Removing references to JavaScript and sicpjs (#372)

* Bump sourceacademy-sicp to 0.2.1 and guard releases against tag/version drift

sicp-v0.2.0 was tagged before the version bump to 0.2.0 landed, so its
publish job rebuilt 0.1.0 dist files and PyPI rejected the upload
("400 File already exists"). PyPI still only serves 0.1.0, complete
with its now-stale "Not on PyPI yet" README caveat. Bump to 0.2.1 for
a clean release, and add a guard step that fails the publish job if
the release tag doesn't match pyproject.toml's version, so this class
of mismatch can't silently recur.

* Remove two more JavaScript references missed by the docs sweep

- docs/lib/misc.js: breakpoint()'s student-facing JSDoc (shown via
  autocomplete/hover) compared it to "JavaScript's debugger; statement" -
  unhelpful to a Python-track student who has no reason to know what that
  is, and the surrounding sentence already explains the behavior on its
  own.
- docs/specs/python_restrictions_common.tex: dropped an "Unlike
  JavaScript, which uses automatic semicolon insertion..." aside from the
  line-continuation section; the restriction is fully explained without it.
