chore: Init v0.12.0 (#812)

* chore: Init v0.12.0

Bump Archon app and service versions from 0.11.0 to 0.12.0 across npm
packages and lockfiles, browser extension manifests, the Rust gatekeeper,
the Python SDK and service, and the Swagger config; regenerate the OpenAPI
docs from the bumped config.

* fix: correct the Gatekeeper OpenAPI description

gatekeeperOptions spread baseDefinition.info and overrode only `title`,
so docs/gatekeeper-api.json has described itself as "Documentation for
Keymaster API" since #617. Override the description too and regenerate.
