chore: prepare 0.4.1 release

Android-only bugfix (manufacturer specific data parsing attributing each MSD
structure to its own company id), so a patch bump rather than a lockstep minor.

Bump bluebird_android to 0.4.1 and bluebird to 0.4.1, tightening its
bluebird_android constraint to ^0.4.1 so consumers pull the fix. Add the
per-package changelog entries. bluebird_platform_interface, bluebird_darwin,
and bluebird_web are unchanged and stay at 0.4.0.
