chore(tests): migrate from wp_mock to bleedingdeacons/wp-mocks (#34)

10up/wp_mock 1.1.1 declares "phpunit/phpunit": "^9.6" in its own require
block and has no PHPUnit 10 branch, so this suite silently resolved to
PHPUnit 9.6.35 despite composer.json asking for "^9.6|^10.0". Brain Monkey
declares no PHPUnit constraint at all, which frees the suite to 10.5.

The 600-line tests/bootstrap.php keeps its hand-rolled, globals-backed stubs:
a dozen test files assert directly on $GLOBALS['scrutiny_test_*'], so
replacing them wholesale would have meant rewriting the assertions too. The
shared stub layer is loaded at the foot of that file instead — the same
position, and for the same reason, that WP_Mock::bootstrap() occupied: its
function_exists() guards make it a backstop for everything the file does not
define itself.

Patchwork is the one thing that has to come first, so Bootstrap::loadPatchwork()
sits above the first stub. It rewrites functions as their defining file is
included, and Brain Monkey only requires it lazily inside Monkey\setUp().

The hook split the handoff predicted holds: scrutiny's own recording
add_action() still wins, so the cron and registration tests keep reading the
array it fills, while add_filter is left to Brain Monkey, so the ACF filter
assertions work.

- composer.json: drop 10up/wp_mock, add bleedingdeacons/wp-mocks ^1.0.2 via a
  vcs repositories entry, pin phpunit/phpunit ^10.5.
- phpunit.xml: 10.5 schema — coverage include/exclude moves into <source>,
  both exclusions carried across intact; cacheResultFile becomes cacheDirectory.
- New tests/TestCase.php over the shared one: ten test files opened and closed
  WP_Mock by hand in their own setUp()/tearDown(), which now happens in one
  place. The Cleanup and Rest suites still extend PHPUnit's TestCase — they
  never needed a mocking framework.
- WP_Mock::expectFilterAdded() becomes Filters\has(), which answers with the
  registered priority, so each assertion still covers both ... (continued)
