docs(deployment): make the deployment guide deployment-agnostic

- drop the configs-repo/deploy-repo split and Pixxel-specific hosts, ports,
  workflow names, and CI variables — keep the mechanics, mark the rest as
  illustrative
- fix three inaccuracies: no FRONTIER_CONFIG_FILE (config comes from -c, env
  overrides use the FRONTIER_SERVICE_ prefix); sample.config.yaml does not
  document ui.webhooks or ui.terminology.app_name; {tag}/latest are amd64-only
  with arm64 on its own tag, not a manifest list
