fix: prevent HolmesGPT from asking clarifying questions (ARO-27277) (#5015)

Add --system-prompt-additions to the Holmes CLI args telling the LLM
it is in a non-interactive environment and must never ask questions.
The existing -n flag only disables the interactive REPL loop but does
not change the system prompt.
