* refactor(web): consolidate chat header into single info button with merged panel

Replace the two info entry points (three-dots kebab after the title +
circle-i far right) with one far-right info button that opens a single
merged panel. The former kebab actions (Tools/Export/Reset/Archive/Delete)
move into a compact icon toolbar at the top of the panel; the modal-only
metadata (Basic/Workspace/Worktree/Configuration/Usage) merges in below
the live sections, with Internal collapsed by default. The button is now
visible at all breakpoints and the panel width is responsive.

- ChatHeader: drop the Dropdown/kebab + getHeaderActions; forward action
  callbacks/flags/features to SessionInfoPanelButton; remove onInfoClick.
- SessionInfoPanel: add ActionToolbar, MetadataSections, InternalDetails
  (<details>), responsive panel, exported format helpers.
- ui/InfoRow: shared InfoRow/InfoSection extracted from SessionInfoModal.
- ChatContainer: remove infoModal + SessionInfoModal wiring/render.
- Delete SessionInfoModal.tsx and its test; update ChatHeader/SessionInfoPanel
  tests.

* fix(web): keep session actions reachable + raise info panel above composer

Address review feedback on #2285:

- Always render the far-right info button; gate only the live + metadata
  sections on features.sessionInfo. Previously the button was hidden when
  sessionInfo was false, which removed the only entry point for
  Tools/Export/Reset on lobby, space-task, space-runtime, and seeded-agent
  sessions (regression vs the always-present kebab).
- Bump ChatHeader z-10 -> z-30 so the dropdown panel paints above the
  floating ChatComposer (z-10) instead of being obscured at the bottom
  when content is tall.

* fix(web): keep archive overlay above header + size info panel to mobile viewport
