BABEL-5975: Store original names in reloptions for tables, views, and columns

- Store bbf_original_rel_name in pg_class.reloptions for tables/views with
  long names (>= NAMEDATALEN) or mixed-case names
- Store bbf_original_name in pg_attribute.attoptions for columns
- Grammar changes to capture original names and pass via DefElem
- sp_rename: use downcase_truncate_identifier for table/column/view rename
- Fix OBJECT_DEFINITION timeout by using all_sql_modules_internal directly
- Upgrade SQL: backfill reloptions for existing objects
- Tests and expected output updates
