fix(web): keep time-series chart scrolling when no new data arrives

The chart's axis domain was anchored to the timestamp of the most
recent data point, so when the event stream went quiet the window
froze in place. Track wall-clock time and anchor the window end to
now (falling back to the latest data point), which lets old data
scroll off the left edge and keeps the time axis live.
