Raise the findProducts non-200 test budget to 8000ms

The test spends its first call getting an access token from the DHL
sandbox, which measured 2883-2998ms today against a 3000ms budget, so it
failed on the clock rather than on its assertion. 8000ms stays under the
findProducts group and root budgets, both 10000ms, so no other budget
moves.
