docs(web, web-react): add `Collapse` alternative to `Toggle` consent example #DS-2681

Add a "Consent with Collapse" example alongside the existing modal-based
consent pattern, showing InputDetails content revealed inline via the
Collapse plugin instead of a Modal. Simplify the modal example down to a
single terms-and-conditions link and drop the validation/helper text so
both examples focus on the details pattern itself. Document both
approaches in the README, including a note to keep labels short for
accessibility and scannability.
