Make the PHPStan badge read the committed config (#37)

The badge was a hand-written level number, so it could only ever be right
until someone forgot: raising the level to 6 left every README in the suite
advertising 5, and CI had no way to notice.

It is now a shields.io dynamic badge that reads parameters.level out of
phpstan.neon.dist on main. Change the level and the badge follows; there is
nothing left to remember. Where the prose also stated a number it now points
at the config instead, so the badge is the single source.

That leans on NEON parsing as YAML, which holds only because this config
sticks to YAML-compatible syntax — a %placeholder%, an entity::method or an
@service reference would break it and the badge would read "no result". The
new CI step asserts the parse still yields an integer level, so that surfaces
as a failed check on the pull request rather than a broken badge on main.
