Type remaining arrays and drop the level 6 ignore (#34)

Types the fifteen shortcode $atts bags, the WordPress list-table filters
(columns and bulk actions are string => string), the settings and template
stores, and the repository return values.

Four of the shapes were not what they looked like, and PHPStan caught each:

- getRecentUpdates() builds committee => question => list of updates, three
  levels deep, not a flat list.
- Email templates carry a 'placeholders' array, so their values are mixed
  rather than string.
- getGroupAnswers() is keyed "c<n>_a<n>" and the caller explodes those keys,
  so it is string-keyed, not a list.

Three casts accompany the docblocks. Typing those array keys as ints revealed
them being passed to esc_attr()/esc_html(), which document $text as a string.
WordPress declares no native types there so nothing failed at runtime, but the
calls did contradict the documented contract; they now cast at that boundary.

With these typed the plugin reports zero at level 6, so its
missingType.iterableValue ignore is deleted rather than left dormant.

Verified: composer phpstan clean, 149 tests / 269 assertions pass.
