chore: add comment-compactor Claude skill (#10016)

A dedicated pre-push pass over the comments a diff adds, judging each for
insight, durability, compactness, and placement. Comments are the only part
of a diff no tool checks, and the part with the longest half-life.

Un-ignores .claude/skills/ so repo-scoped skills can be shared, while
keeping .claude/settings.local.json and .claude/worktrees/ ignored.
