Standardise on phpstan.neon.dist (#19)

This plugin committed its PHPStan config as phpstan.neon, while the other
thirteen commit phpstan.neon.dist and gitignore phpstan.neon as a local
override. PHPStan prefers phpstan.neon over the .dist and does not merge the
two, so under the old layout there was nowhere to put a personal tweak without
either editing the committed file or shadowing it entirely.

That shadowing is not hypothetical: scrutiny, sentinel and concordance had each
accumulated a stale local phpstan.neon pinned at level 5, so a local run
silently measured a lower level than CI. Those have been removed; this rename
makes the whole suite follow one layout.

- phpstan.neon -> phpstan.neon.dist (content unchanged apart from the header
  comment the other configs carry)
- .gitignore now ignores /phpstan.neon, so a local override is possible again
  and cannot be committed by accident

No change to what is analysed: same level, same paths, same ignores.
