feat: remove the district tile type from the map

The district data was already dropped from specialTiles.json (#142); this removes the encoding itself so it cannot come back: the purple fill in the map.png renderer, the isDistrict bit in the minimap green channel, the legacy type 5, and the TileType member. Parcels inside a district are typed as the LAND they are.

The /v2/districts endpoints and the proximity data are untouched — district metadata is still served, it is just not painted on the map.
