Refactor stats fetching and add study query

Move dispatch out of selector and always refresh global stats from the shared controller to avoid leaking scoped/stale values between routes. Update StatsState: fetchStats now dispatches REQUEST_STATS and returns the query promise; fetchDataForStats accepts an options.force flag to bypass caching logic; REQUEST_STATS sets isLoading and clears data. Remove study_short_name from the global stats GraphQL query and add a new STUDY_DETAIL_STATS_QUERY used by the page-specific controller (import gql and query study-specific counts instead of using the global query).
