Fix v3 nested Rayon starvation (#220)

* fix: isolate v3 inner rayon work

Move per-batch decode and clustering transforms to a dedicated Rayon pool so outer partition workers cannot deadlock waiting on nested work.

* test: make inner pool worker checks deterministic

Run pool identity assertions from spawned Rayon workers instead of assuming ThreadPool::install uses a worker thread.
