docs: document the -cc608 flag in the README

The flag shipped undocumented. Describe what it generates, the per-codec
carriage (SEI NAL unit for AVC/HEVC, metadata OBU for AV1), that it
reaches every packaging including the encrypted namespaces, and the
catalog accessibility descriptor - noting that catalogless moq-mi can
only carry the captions in-band.

Pull Request Pull Request #119: feat(cc608): carry CTA-608 captions in AV1 too
