fix(geospatial): finish makeOBBFromRegion support (#44)

Export and document makeOBBFromRegion, remove duplicate Matrix3 methods, fix mutation and shared-state bugs in Plane and EllipsoidTangentPlane, and add coverage across the affected APIs.

Validated with yarn lint, yarn test node (2704 passing), yarn build, and GitHub Actions.
