[-] fix error handling in `HetznerConfigurer`

- fix bounds checking bug. The credential parsing code would panic on
lines shorter than 4 characters. Added bounds checking to skip short
lines safely.

- fix error handling bug. In `queryAddress()`, when `curl` or JSON
parsing failed, the function would continue executing and potentially
cause nil pointer de-reference. Fixed to return early on errors.

- add tests
